Aircraft Disinsection Requirements for Flights to Hong Kong From the US
Recommended
Hong Kong does not require aircraft disinsection on arrival. Its Port Health Office told us in writing, most recently on 28 October 2026, that it strongly advises operators to run their own disinsection programme and that aircraft may be randomly selected for onboard inspection.
Why Hong Kong recommends aircraft disinsection
Hong Kong treats disinsection as an operator responsibility rather than a condition of entry. There is no prescribed method and no form to present, but an aircraft can be inspected at random, so operators flying in regularly keep a programme on file and a record of each treatment.
How we treat aircraft bound for Hong Kong
If you want a treatment on record before a Hong Kong arrival, we treat the empty aircraft at your US departure airport before boarding with an EPA registered aerosol at the WHO dose, issue the certificate, and give your crew the General Declaration wording. The Port Health Office described a pre-embarkation treatment as suitable for an operator’s own programme. If the trip also touches a country that does require disinsection, send us the full routing.

- Not prescribed. The method is the operator’s choice within its own disinsection programme
- None stated
Recommended, not required. No treatment is needed to land in Hong Kong, but the Port Health Office advises operators to run their own programme and may inspect aircraft at random, and a documented pre-embarkation treatment at the US departure airport is a straightforward way to show one.

Two things to settle before you file.
Routing. Pre-embarkation covers the flight it is performed for and is done at the last port before Hong Kong. Non-stop from the US, that is your departure airport. With a stop en route, send us the full itinerary and we will confirm where the treatment belongs.
Timing. We can often accommodate short-notice requests, but a trip we hear about early is a trip we can plan around your boarding without compromise. Send the route as soon as it is likely.
What the arrival authority sees.
In Hong Kong, an aircraft that arrives treated, ventilated and boarded in the normal way, carrying the documents listed above for Hong Kong, with the treatment recorded on the crew’s General Declaration and the used cans retained on board. An aircraft that arrives in Hong Kong without a verified treatment is typically treated on arrival with passengers aboard, under supervision, sometimes at the operator’s expense.

Hong Kong disinsection questions, answered
Does Hong Kong require aircraft disinsection on flights from the United States?
No. Hong Kong has no statutory or mandatory disinsection requirement for inbound aircraft. The Port Health Office strongly advises operators to run their own disinsection programme, and aircraft may be randomly selected for onboard inspection.
Can a pre-embarkation treatment be part of an operator’s programme for Hong Kong?
Yes. The Port Health Office told us in writing that a pre-embarkation treatment is not required but is suitable for an operator’s own programme. We issue the certificate and the General Declaration wording, which gives you a record if the aircraft is selected for inspection.
Can passengers be on board when the aircraft is treated for Hong Kong?
Not for pre-embarkation. The aircraft bound for Hong Kong is treated empty, before boarding, at your US departure airport, then ventilated. Passengers never see the process.
What do we carry on arrival in Hong Kong?
For Hong Kong: the signed certificate we issue on completion, the ink stamped company affidavit, the General Declaration completed by your crew from the wording we provide, the Hong Kong reference sheet, the EPA label sheet with the SDS and TDS, and the used cans bagged and retained on board.
