Why the requirement exists
Australia’s concern is broader than mosquitoes. Its Department of Agriculture, Fisheries and Forestry treats the aircraft cabin as a biosecurity pathway for insects and agricultural pests as well as disease vectors, which is why the requirement is universal rather than route-based. Arriving without a verified treatment means the aircraft is treated on arrival, with passengers aboard, on the authority’s schedule.

Arrival becomes a formality. An aircraft that arrives without a verified treatment is typically treated on arrival with passengers aboard, under supervision, sometimes at the operator’s expense.
