Why the requirement exists

Australia’s concern is broader than mosquitoes. Its Department of Agriculture, Fisheries and Forestry treats the aircraft cabin as a biosecurity pathway for insects and agricultural pests as well as disease vectors, which is why the requirement is universal rather than route-based. Arriving without a verified treatment means the aircraft is treated on arrival, with passengers aboard, on the authority’s schedule.

Arrival

What the arrival authority sees.

An aircraft that arrives treated, ventilated and boarded in the normal way, carrying a disinsection certificate in the format the destination accepts, with the treatment recorded on the crew’s General Declaration. Arrival becomes a formality. An aircraft that arrives without a verified treatment is typically treated on arrival with passengers aboard, under supervision, sometimes at the operator’s expense.
