Where the requirement comes from

The rule is set by the arriving country, not by the airport you leave from. If your destination requires disinsection, the aircraft must be treated at the last port before that country, and for a non-stop departure from Los Angeles that port is LAX. Pre-embarkation treatment of the empty aircraft here is a method those countries accept.

From LAX the requirement is mostly a Pacific one: Australia and New Zealand require disinsection on every arriving international aircraft, and the Cook Islands and Solomon Islands require it too. Many itineraries from Los Angeles stop in Hawaii, which then becomes the last US port and the place for pre-embarkation treatment; non-stop departures are treated here at LAX. How it works on the LAX ramp
