Why the requirement exists

Macau keys its rule to the WHO Zika list rather than to a list of its own. The United States sits on that list because of local transmission recorded in Florida and Texas, and the list does not release a country once it is on it. The Bureau accepts every method in the WHO manual, residual and aerosol alike, and asks for the General Declaration plus proof of the method used.
