Aircraft Disinsection for Flights to the Philippines

Meets

The Philippines requires disinsection on every inbound international flight, private and business aviation included, and its Bureau of Quarantine confirmed the methods and paperwork to us in writing. Pre-embarkation cabin treatment is listed first among the accepted methods, and the documentation the Bureau asks for is the documentation we already produce.

Passengers boarding an airliner after pre-embarkation disinsection, ahead of a flight to the Philippines

Why the requirement exists

The Quarantine Act of 2004 and the Code on Sanitation give the Bureau of Quarantine authority over arriving aircraft, and Memorandum Circular 6-B of 2016 sets out the accepted methods. The Bureau wants three things on arrival: a General Declaration recording the can serial numbers and application details, the empty cans kept on board, and a signed certificate. It also expects an advance notification letter before the flight.

How we handle it

We treat the empty aircraft at your US departure airport before boarding with an EPA registered aerosol at the WHO dose, issue the signed certificate listing every can serial number, hand your crew the General Declaration wording, and bag the used cans to stay on board. We also prepare the advance notification letter to the Bureau of Quarantine, which is a hard requirement, and build it into the booking. Most US departures to Manila stop en route; send us the full itinerary and we will place the treatment at the last port before the Philippines.

Main international gateways: Manila (MNL), Clark (CRK) and Cebu (CEB). Requirements change; confirm with the destination authority or your trip support provider before departure. Last verified 10 October 2026.

Planning the trip

Two things to settle before you file.

Routing. Pre-embarkation covers the flight it is performed for and is done at the last port before the Philippines. Non-stop from the US, that is your departure airport. With a stop en route, send us the full itinerary and we will confirm where the treatment belongs.

Timing. We can often accommodate short-notice requests, but a trip we hear about early is a trip we can plan around your boarding without compromise. Send the route as soon as it is likely.

Arrival

What the arrival authority sees.

In the Philippines, an aircraft that arrives treated, ventilated and boarded in the normal way, carrying the documents listed above for Philippines, with the treatment recorded on the crew’s General Declaration and the used cans retained on board. An aircraft that arrives in the Philippines without a verified treatment is typically treated on arrival with passengers aboard, under supervision, sometimes at the operator’s expense.

Questions

Philippines disinsection questions, answered

Does the Philippines require disinsection for private flights from the US?

Yes. The Bureau of Quarantine confirmed to us in writing on 6 October 2026 that disinsection is mandatory for all inbound international flights, including private and business aircraft, and that pre-embarkation cabin treatment is an accepted method.

What paperwork does the Philippines want?

An advance notification letter to the Bureau of Quarantine before the flight, the health part of the General Declaration completed with the can serial numbers and application details, the empty cans kept on board, and a signed certificate showing the treatment date, the active ingredients and the applicator. We prepare all of it.

Can passengers be on board when the aircraft is treated for the Philippines?

Not for pre-embarkation. The aircraft bound for the Philippines is treated empty, before boarding, at your US departure airport, then ventilated. Passengers never see the process.

What do we carry on arrival in the Philippines?

For the Philippines: the signed certificate we issue on completion, the stamped affidavit, the General Declaration completed by your crew from the wording we provide, the Philippines reference sheet, the product label and safety data sheet, and the used cans bagged and retained on board.
