Why Uruguay requires aircraft disinsection
Section 5 of GEN 1.2 in the Uruguayan AIP sets out the sanitary measures. Private and general aviation present a health declaration as airlines do, and additional measures can be applied to aircraft arriving from WHO-declared affected areas. The US DOT list still describes Uruguay as in-flight spraying with passengers aboard, but the current AIP wording is broader than that.
